郑英达觉得政工队是一股潜在力量，于是与萧寒商量，让他进入政工队，引导那里的进步青年脱离腐败的国民党警察，走上抗日战场。为此，萧寒找到姚华康贪腐证据，以此要挟从而顺利地进入政工队，当上队长。政工队一直由姚华康的小舅子董成把持着，这里的年轻人丧失理想，颓废不堪。 萧寒意识到，必须尽快改变局面。深夜，他敲锣打鼓，叫醒沉睡中的年轻人，以这种方式警醒他们，却遭到董成的阻挠。相持不下时，胡子明站出来告诉大家，萧寒便是码头打日本飞机的英雄，大家纷纷表达钦佩之情。萧寒不失时机教育他们，激起他们的爱国热忱。董成怀恨离开。隔天，阿玉等人前来参加政工队，董成拒绝接收，与胡子明发生冲突。
