1937年，浙东抗战形势愈发严峻，共产党员萧寒奉上级命令返回故乡宁波镇海，负责发展中共独立领导的武装力量。镇海沦陷后，萧寒带领队伍在四明山坚持游击抗日，在新四军浙东纵队的领导下，取得一系列战斗的胜利，根据地也逐步壮大。而此时国民党奉“消极抗战、积极反共”的政策，妄图联合日寇消灭我党的抗日队伍，萧寒领导的三五支队在面对敌、伪、顽的复杂斗争局面下，坚定共产主义信仰，高举统一抗战旗帜，浴血奋战，为整个浙东根据地的发展壮大做出了重要的贡献。最终，在新四军浙东游击纵队的领导下，宁波终于回到中国人民怀抱，新四军军旗在城墙高高飘扬。
