濮泉生甫一上任，便解决了山上山下的通水问题。自来水开户需交三百块钱开户费，建档立卡户可免除，这让家庭贫困、但因超生问题而一直没有申请到建档立卡的电喇叭、廖匠嘎一家犯了难。濮泉生随后解决了这一问题，电喇叭、廖匠嘎喜笑颜开，但不肯放弃低保补贴又想要建档立卡的麻迷糊却因此红了眼。麻迷糊隔天就到县信访办告状，大咧咧地蹭吃蹭喝。濮泉生和沙鸥好不容易把他劝回了 村，但由于事情已闹到陈步胜那里，新的波折又产生了。原来超生从来都是一票否决，陈步胜认为濮泉生将电喇叭家纳入建档立卡户是在跟政策对着干。陈步胜严厉地训斥了濮泉生，但濮泉生拒不悔改。总书记曾经说过，在脱贫攻坚的路上，不能让一个贫困人口掉队。濮泉生坚信自己没有做错。
