学校整修一新，孩子们终于能在明亮的教室里上课了。与此同时，县长陈步胜的问责电话也打来了。在看了赵磊的举报信后，陈步胜要亲自到碗米溪村开现场会，当众宣读对濮泉生的处分。烈日当头，覃献文故意锁了教室门，让陈步胜站在大太阳底下听濮泉生作检讨。众人尴尬不已，陈步胜愈发生气。此时的覃献文正在小溪边修桥，村民喜妹让他赶紧回去开门，覃献文不为所动。恰在此时，村民田老八的妻子幺姑挑着米豆腐担子赶集回来了。面对幺姑，一向高冷的覃献文眼中流露出一丝温柔。在幺姑的劝说下，覃献文终于改变了心意，打开了教室门。现场会继续进行，正当陈步胜要宣布对濮泉生的处分时，江四维赶到，怒批了政府机关的懒政行为。原来经县纪委调查发现，濮泉生递交的教室维修报告 39 天都没有得到批复。
