县里高度重视搬迁工作，江四维亲自到碗米溪村实地调研。沙鸥通知濮泉生做好接待工作，但濮泉生却称病闭门不出，气得沙鸥只能自己带着小柯陪领导视察。可“养病”的濮泉生却也没闲着，偷偷找到了喜妹，让她在江四维面前演一出戏。喜妹随后带人在江四维途经的路上排练摆手舞，还磕磕绊绊地讲出了一番搬迁的大道理。江四维心知是濮泉生捣鬼，于是单独找他谈了话。面对着江书记，濮泉生终于把自己的全部规划讲了出来：他要利用“最美少数民族村寨”的牌子发展特色旅游业，将易地搬迁改成就近搬迁，而要想实现这一切就必须打开金牛山的交通，重修三十四年前父亲那一代扶贫队员就想挖通的隧道。
