濮泉生被“下放”当村支书的同时，江四维也要继续留任庸城县委书记，这让已年近45 岁、提拔机会所剩不多的县长陈步胜心里颇不是滋味。为开解陈步胜，江四维拿出历任县委书记写的六大本扶贫日记，动情地表示精准扶贫一定要在这一代手里做出成效，县里不摘穷帽自己就不会离开。陈步胜被江四维的理想感动，承诺要给江四维当好助手。濮泉生骑着自己的小摩托奔赴碗米溪村，谁知在路上遇到了开着红色吉普、却苦于塌方进不了村的沙鸥。沙鸥主动向濮泉生道歉，但濮泉生毫不在意，称这不是撤职，是加强基层党组织建设。濮泉生骑着摩托载着沙鸥上了山，由于住所不够，沙鸥主动和濮泉生一起住进了条件艰苦的村委会。
