深川水天宮の秋の大祭は、毎年大勢の見物人でにぎわったが、それと同時にスリの被害も続出し、今年も主水（藤田まこと）ら同心に警備の命が下る。だが、善六（長谷川弘）を頭とするスリ一味は、旗本宇垣玄馬（西園寺章雄）、小杉左源太（松岡直樹）と手を組み、少年たちを使って巧妙に見物人たちから財布をスリとった。その少年たちの一人千吉（上田孝則）を見かけた松葉屋の後妻お峰（奈月ひろ子）は愕然とする。お峰は七年前、当時二歳のわが子千吉を母つる（吉川佳代子）に託し、子供のことは内緒で松葉屋壮助（外山高士）に嫁いだのだった。お峰は必死で千吉を捜し、ようやく見つけて松葉屋に連れてくる。壮助は千吉をわが子として可愛がった。だが、千吉が松葉屋の養子になったと知った善六一味は、千吉を誘拐し、千両の金を要求する。壮助は金を持って千吉を取り戻しに行くが、旗本二人に斬られる。
