将軍の面前で民間の玉屋、鍵屋と花火を競って面目を失った鉄砲方の役人たちは、ひそかに玉屋に火をつけ、出火の罪に落とし入れて玉屋を江戸所払いにした。それから一年、亡くなった主人の位牌を抱いて玉屋の花火職人清吉（大木実）がひそかに江戸へ戻ってきた。ところが、その清吉の目前で、鍵屋の職人伝八（伊波一夫）が鉄砲方によって殺される。役人たちは、今度の止めの花火で鍵屋に勝つため、伝八の新工夫を奪おうとしたのだ。伝八殺しの詮議にあたった主水（藤田まこと）は、秀（三田村邦彦）の情報で清吉の存在を知り、清吉の口から鉄砲方の悪業をきかされた。やがて清吉は、鍵屋から伝八の新工夫の完成を頼まれ精魂傾けるが、それを知った鉄砲方に殺されてしまう。
