人死了，化作鬼，被带到阴曹地府。生前作恶的，被判到十八层地狱受苦，没有犯过严重错误的，则等候投胎。地府也像人间一样有王者官吏统治，最高统治者为阎罗王，阎罗王之下，有十殿阎王、四大判官、五道将军、城隍爷、黑白无常、牛头马面、孟婆等等。其中，判官掌控人的生死，拥有一本生死册，里面记载人的生死时日，人的阳寿一尽，则铁笔在册上画一个勾，勾魂使者──黑白无常就会把死者的魂魄带到冥间审判。人间，京城，翰林御史白松龄无辜牵入一宗文字狱，被判死罪，正值秋决，一干死囚被推到刑场候令斩头，一众小民围观看热闹，朱尔旦也在其中。当衙官宣读罪状时，白松龄之子白扬，排众而出，替父呼冤，痛骂狗官徇私枉法，衙差只得强行把白扬押走。此时突然风雨大作，人群纷纷走避，监斩官一声令下，众犯人头落地。
