山中の村・水神村のダム建設計画が、新知事・横尾（大和田伸也）の公共事業見直しにより中止になった。このため、村には大きな波紋が。昔から、ダムを巡って村の有力者・秋月家と本位田家が対立、互いに憎しみを募らせていた。酒造業を営む秋月は建設に反対、土木業の本位田は推進派で、両家は正妻と妾の子孫で親類だ。また、十年前、秋月家の先代・秋月善太郎が謎の失踪を遂げていた。そんな中、代議士・本位田大三郎の遺体がダムで発見される。自殺であろうと思われた大三郎の死を、娘・鶴代（坂口良子）は秋月家の仕業だとして、金田一（古谷一行）に調査を依頼。村にやって来た金田一はダムで義眼を拾い、不気味な胸騒ぎを感じながらも河合警部（谷啓）とともに調査を開始するのであった。
