从海上监狱No.8越狱的维克蒂姆（ビクティム）为了夺取奇夫坦系列（チーフテンシリーズ）的超AI而出现在友永家，以勇太和2个姐姐为人质，要求警视厅在1个小时内交出被其保管着的奇夫坦系列的超AI以及迪卡度等勇者警察全员的超AI以换取人质。冴岛总监、东副总监和藤堂主任开始策划秘密行动。就在和维克蒂姆交易时，他们发现维克蒂姆竟然是机器人而非人类。在警方的炮火攻击下，维克蒂姆落荒而逃。这时一台黑色奇夫坦系列的机器人出现把维克蒂姆救走，不惜自爆来妨碍勇者警察对维克蒂姆捉拿。维克蒂姆被带去见创造他的人——他的旧同事东尼告鲁斯，真名洛尔巴·科乐高（ノイバー・フォルツォイク）……（待续）
