应联合国的出动请求，勇者警察来到北海去缉捕那些猎鲸的武装渔船集团，但他们到达时看到的是一条凶残狂暴的巨鲸“鲸神”追赶着猎鲸渔船。操控着鲸神的是反人类组织教主哈勃罗宾；鲸神还跑到陆上破坏，教主要求各国向他的教会“捐”出一百万美元。勇者警察出动猎鲸，发现此时教主被失控的鲸神攻击。鲸神其实不是生物而是一台机器军事武器。鲸神的制造者是水岛博士，鲸神的超AI的思想复制于他死去的儿子。水岛博士无法说停鲸神，最后勇者警察通过破碎冰山把皮脆的鲸神砸死。然后一群神秘的水生人类出现把鲸神带走。
