见习督察袁挥在黑白二道皆有名气，为人最重情义，不拘泥于形式。与属下叶钊、石狗公等感情融冶，甚至时常姑息他们，甚获手下敬重。 林希雅刚从外国学成归来，充任袁挥的上司。由于她向办事一丝不苟，时常针对叶钊等有越轨行径，因而与袁挥发生争执。 石狗公已届退休年龄，正欲申请续约。希雅因不满其工作态度而拒绝，并打算以一新血马若池代替石狗公的职位，因而招致挥、钊等敌视。 叶钊结婚之日，其前度女友阮秋雁为他移情别恋，特在他举行婚礼时，当场跳楼自杀，令叶钊难过不堪。后众人发现秋雁已预先录下录影带，向叶钊声言纵使死后，也要化为厉鬼向他报复，令叶钊寝食难安。 挥父亚炳一直怀疑袁挥与幼女丽红非己所出，可惜其妻早早病逝，死无对证，加上长子袁康为稳夺家产，常故意挑拨三人，间接造成挥、红兄妹情谊甚笃，相依为命。
