越後・長嶺藩では天候不順で凶作、餓死者やツブレを多く出すありさま。しかし年貢は減じられることなく、窮した庄屋の一人は直訴を決意するが発覚し捕えられ刑死、妻子も連座。捕吏として任についた津雲半兵衛は幼児を殺すに忍びず、上司と押し問答し過ってこれを斬る羽目となり庄屋の遺児を連れて逐電。そして江戸、追われる津雲と子に関わる新さん、凶作にも関わらず江戸へ回米し売り払おうとする藩主を断罪し成敗。しかし事後、新さんの身分を知った津雲は腹に刃を突きたて、子の助命を嘆願し果てるのだった。
