巨人となったエレンに対する民衆の反応は様々だった。壁のより内側に住む者ほど、破滅に導く悪魔と恐れ、より外側に住む者ほど希望へと導く救世主と呼んだ。中央政府はエレンを憲兵団と調査兵団、どちらに引き渡すかの審議にかける。それぞれの兵団の思惑が交錯するなか、エレンの審議が始まる。
