警视厅首位女性刑事部参事官菊池玲子，在人质拯救行动中射杀固守据点的犯人，被质疑过分使用武力，作为疑犯接受“紧急事件审讯对应班”的调查。由于她在警视厅中位高权重，拥有压倒性权力，于是磐城部长要求“紧急事件审讯对应班”谨慎行事。事件因伤害致死、尸体遗弃被判处12年徒刑，正在押送的刑犯野本雄太逃走而起。野本把家庭主妇藤泽纱织作为人质，关在民宅里，但不知为何他指名菊池玲子为谈判官。独自闯进民宅的玲子竟然向野本开了两枪。为弄清事件的来龙去脉，紧审团队开始对玲子进行审讯，她始终沉着冷静地回应，相关的证言也和佐织的证词一致，没有发现与职务执行法相抵触的点。但让有希子在意的是玲子没有鸣枪示警，而是连开了两枪。
