围绕下任将军展开的争斗终于进入了白热化状态，推举纪洲庆福继任下任将军的井伊直弼直接到后宫会见了同样支持庆福的本寿院，两人打算联手帮助庆福。而带着齐彬推举庆喜为下任将军这个秘密任务来到后宫的笃姬，感觉到情势对她来说越来越紧迫。为了打破这种状况，齐彬向幕府提出意见书，表明了自己对于将军继嗣一事的立场。笃姬自己也认为庆福更适合做下任将军，但是迫于齐彬拜托她的责任感，她还是违背自己的意愿，再次请求家定让庆喜做继承人。另一方面，日本幕府正被美国总领事哈里斯逼迫签订通商条约，为了得到厌恶其他国家的孝明天皇的许可，老中崛田正睦被派往京城处理此事。不过，井伊也开始了对抗朝廷的工作活动，包括敞开国门和将军继嗣两件事，两个问题的争斗舞台终于转到了京城。而此时，关于将军继嗣问题，身在江户的笃姬也得出了自己的结论。
