彭学文说出此行目的是为了收编游击队，赵天龙大怒，拍案而起。两人针锋相对。彭学文让张松龄跟自己走，张松龄不为所动，问周黑炭的立场。周黑炭本来就没什么立场，嘿嘿傻笑，说自己已经是国军的人了，只能服从命令，但如果张松龄不答应收编一事，独立营只能动用武力，将游击队缴械解散。张松龄等吃了一惊，没有想到国民党为了防范共产党，竟然动用如此卑劣的手段。正在此时，孟小雨闯了进来，几句话就把周黑炭给骂醒了，周黑炭瞬间倒戈，让彭学文里外不是人，张松龄和赵天龙乐得看戏，周黑炭莽撞冲动，可孟小雨始终是他的“天敌”。彭学文此行计划落空，只得离开，临行前，张松龄嘱咐他，没有保家卫国，没有党派之分，同为中国人，应同仇敌忾。
