施雨神奉玉帝之命，向凡间施下连场豪雨，造成连场水灾，死伤无数，施雨神于心不忍，停止施雨，因而遭玉帝责罚，幸得四仙女及众仙求情，才得免被逐出太虚，但仍被逐下凡间转世为人，受生老病死之苦。 凡间，皇帝发怪梦，国师谓廿五年后将有新皇出现，抢去帝位为祸人间，而此新皇将于八月廿三日出生。皇帝遂决定将此日出生之婴儿全部杀死。 皇帝假称凡抱八月廿三日出生之婴孩入宫者奖黄金百両。时黄家大娘于八月十九日产下一儿，而二娘则于八月廿三日产下儿子初平，大娘妬忌，不准二娘抱子入宫领赏，反抱自己亲儿入宫。 大娘与众父母一起抱子入宫领赏，获赏百两黄金，但婴儿却遭拘留于宫内，众人大为伤心，而众婴儿亦惨遭杀害。 同时，皇后亦于八月廿三日产下一子。皇帝免除后患，欲将亲儿杀死。 皇帝终不忍下手杀死儿子，大太子飞龙因而得以生存。
