乾隆四十一年，两淮盐业鼎盛，朝廷四分之一的财政收入来自于扬州。因为乾隆的突然召见，两淮盐政尹如海匆匆赶往热河。然而，空手而去的尹如海却在面圣前夕离奇自杀，乾隆任命被贬多年的前广东巡抚阿克占继任两淮盐政，急赴扬州催缴军饷。尹如海的自杀让盐运使卢德恭十分紧张，总商汪朝宗拿出京城快递来的小铁盒，里面一半是茶叶，一半是盐。众人领会朝廷决意查盐务，赶紧研究对策。阿克占一进扬州城，就召见盐商，催缴捐输。以总商马德昌、鲍以安为首，众盐商哭叫亏，百般抵制。汪朝宗承认家底丰厚，却与其他盐商一样也不愿合作。怨汪朝宗不合作的，还有汪夫人萧文淑。她是总商萧裕年之女，泼辣强势，可没能为汪家生个儿子，萧文淑不断催促丈夫纳妾生子，并为他物色了人选：春台班花旦婉儿。但汪朝宗钟情于鸣玉坊清倌人姚梦梦，这令萧文淑非常不满。
