日本战败前夕，从中国抓了很多劳工运往本土，其中有国军战俘，八路军战俘，他们在日本饱受非人的折磨，如若逃跑则被立即处死。萧汉生（裴秀彬 饰）和夏明远（李光洁 饰）知道他们目前修的是重要防御工事，便偷偷告诉属下消极怠工，寻找逃脱的机会。国共战俘刚开始时心存介蒂，但萧汉生的大义担当使所有劳工萌发了强烈的民族情绪，大家紧紧地团结在了一起。为准备武装暴动，萧汉生让劳工们在劳动中偷偷准备炸药，想办法让朝鲜族劳工李继成（贾宏伟 饰）逃脱劳工营，指示他准备外围接应。劳工营总监冈田（矢野浩二 饰）接到命令，要他在工事完工后杀掉所有劳工，萧汉生感到，生死攸关的时刻来到了......
