1948年7月，国统区粮价已飙升至36万法币一斤，北平参议会决议强令取消一万五千名东北流亡学生配给粮，引发了学生抗议，爆出了国民党空军勾结北平民食调配委员会走私弊案。美国照会将停止对国民政府的援助，中央银行急电北平分行经理方步亭调查走私账目。方步亭和襄理谢培东怀疑是北平分行内部有潜伏的共产党，泄露了账目。与此同时，方步亭的长子，空军上校方孟敖，正在南京接受审判，罪名是违抗军令拒绝轰炸开封，有通共嫌疑。并案受审的还有前国民党空军作战部中将副部长侯俊堂和中共地下党员林大潍。就在国防部预备干部局少将督查曾可达赶来调查之时，重大涉案人物飞行员“老鹰”试图驾机逃离，然飞机遭遇雷击，极有可能掉在南京市区酿成伤亡。关键时刻，曾可达暂时解除方孟敖的羁押，“老鹰”在方孟敖的劝说与指挥下得以成功返航。让人始料不及的是，“老鹰”在落地后即遭到暗杀。
