화성 탐사 귀환 기념식에서 화성에서 가져온 의문의 상자 판도라 박스가 빛을 뿜더니 벽이 생기며 나라가 동구, 서구, 북구, 이렇게 셋으로 갈라진다. 그로부터 10년 뒤 동구에서 스매시라고 불리는 괴인이 사람들의 생명을 위협한다. 그런데 스매시로부터 사람들을 구하고, 판도라 박스에 숨겨진 수수께끼를 쫓는 물리학자가 있다. 그의 이름은 키류 센토. 사람들은 그를 가면라이더라 부른다.
