ブルガリアのバルカン・ブルガリア航空013便が首都ソフィアから黒海のリゾート地ヴァルナに向け夜間飛行中、ハイジャック犯に人質を取られてウィーン行きを要求される。ウィーンへは遠回りになるがそれだけの燃料は積んでいない。乗組員たちは治安当局の指示により、犯人たちにはウィーンに向かっていると思わせながら予定通りヴァルナに向かう事になる。だがどうやって海岸の小都市をドナウ河畔の大都市のように見せられるだろうか。
