新潟県刈羽村は、発電量では世界一の東京電力柏崎刈羽原発を抱える小さな農村。今年５月、刈羽村で原発のプルサーマル計画受け入れの賛否を問う住民投票が行われ、投票した住民の過半数が受け入れ「ＮＯ」を示した。住民投票実施の先頭に立ったのは刈羽村議の吉田大介さん（３５）。村民みんなが意見を言える村を目指し、村の将来を考えた住民の”声“を村の政治に届けるための半年間を追った。
