2018年，日本突然出现了一个神秘物体“ヘテロダイン”。尽管军队对其发动了全面攻击，但毫无效果，最终只能通过使用OE武器的惨痛代价才得以结束。因此，为了击退这些神秘物体，联合国安全保障军（安保军）建造了超级机器人“大铁卫”。事件后，还制定了“界震灾害关连法”，并基于该法律将安保军中对抗ヘテロダイン的部队民营化，将其移交给以对抗ヘテロダイン为目的的民间警备公司“21世纪警备保障”管理。此后的12年间，由于ヘテロダイン未再出现，大铁卫变成了“无用的废铁”，甚至连其维修管理也由企画开发部的“宣传2课”当作宣传活动的一部分来负责。然而，在2030年秋天的某日，热海突然再次出现了ヘテロダイン。恰好在现场的大铁卫驾驶员兼21世纪警备保障公司职员的赤木，无视避难命令，启动大铁卫，为了灾害支援而出动了。
