上世纪五十年代，海外学子计丹阳归国，投身国防科研工作。抵达香港后陷入敌特圈套。公安庞红梅保护计丹阳安全回到祖国，但敌特在香港失败后，继续围绕我方设在泸门的“水滴工程”，部署了“磐石计划”，由特务“雪狼”主持，试图破坏我方科研任务。为保证水滴工程的顺利开展，以庞红梅为代表的公安人员与敌特们展开数次交锋，但每到科研的关键节点，敌特总能先一步部署破坏计划，雪狼仍未找到，敌特仍在暗中破坏“水滴工程”，庞红梅等众公安在泸门与敌特进行了一场生死较量……而在保护专家组的过程中，庞红梅、计丹阳、厂医院护士白卉三人逐渐了解，成为好友。当庞红梅开始怀疑白卉父亲中医白铭汉的身份时，他们的友情又该何去何从？
