距离东京世博会还有三天，首相官邸收到了国际恐怖组织蒙多的恐怖预告。公安调查厅的高原（松平健饰）接到海崎总理（田中泯饰）的指令，召集羽柴猛（东山纪之饰）率领的绝密间谍机关“GOS = Global Operation Service”的成员。给他们的时间是72小时。羽柴他们虽然掌握了蒙多在日本国内制造新型天花病毒并计划大规模生物恐怖袭击的证据，但仍然无法确定恐怖组织的藏身处。另一方面，此次恐怖袭击预告的背后有着动摇日本根基的“真正目的”。
