1996年，青叶银行四桥支行融资部的柴崎朗（伊藤英明 饰）被调往“住宅金融债权管理机构（住管机构）”。住管机构是一家负责回收破产住宅金融专门公司（住专）不良债权的政策性机构。除了同样来自银行的职员，住管机构还有一部分来自破产住专的员工。“将不良债权一分不剩地回收”——伴随着这一至高无上的命题，他们背负着高达67800亿日元的不良债权回收任务。泡沫经济破裂后，日本政府投入6850亿日元税金处置破产住专的不良债权，国民对此非常愤怒。站在回收第一线的特回成员，与在泡沫经济中活跃的怪商、地产大鳄、黑社会等恶性债务人针锋相对，为保护国民的税金而拼命展开激烈战斗。
