何十年もの間、地球はスーパーヒーローたちに守られてきた。とある街に住むごく平凡だが心に問題を抱える会計士は、長らく死んだとされていたスーパーヴィラン（最強の悪党）が実は生きていて彼の街を支配していることに気づく。彼は悪党の陰謀を暴くべく奮闘するが、奇妙な青いスーパーヒーローとタッグを組むハメに。狂気の大悪党、血なまぐさい自警団、マッド・サイエンティスト、超人的な怪物を相手にふたりの冒険が始まる。
