1999年7月、ダイオー星人の隕石型宇宙船が地球に落下。その後、地球は宇宙からの観光客を大々的に受け入れ、「宇宙観光時代」を迎えていた。 そして2051年春、トウキョウシティ。江戸時代から450年続く老舗旅館「つづれ屋」も、宇宙人観光客向けに様変わりしていた。新しい時代に大繁盛…といきたいが、自動ドアさえないおんぼろホテルに、客足はまばら。ときどき来るのは宇宙冒険家に宇宙のイナカ者に、宇宙猛獣!? 跡継ぎ息子の21エモンはそんな家業を手伝いながら、実は宇宙パイロットになるのが夢。アルバイトでお金を貯めたり、「スペースシップ」を手に入れようとしたり、夢を叶えるために一生懸命だ。時には密航を企てることも!エモンが親元を離れて地球の外に飛び出す日は来るのか? そして、アニメオリジナルの最終回で明らかになる、エモンの将来とは? つづれ屋の21代目か、それとも…。
