地球上のどこかに、ひょっこり浮かぶゲンゴロウ島。そこには、のんびりとした雰囲気の漂うペンギン村がありました。天才科学者を自称する発明家・則巻センベエ博士も住人のひとり。ある日のこと、博士が完成させたのは女の子型のアンドロイドでした。その子の名前はアラレちゃん。上手く作れたと喜んだのもつかの間、アラレちゃんはとんでもない女の子でした。ド近眼の目に、空手チョップで地球をパカッと真っ二つに割ってしまうほどの、めちゃんこパワーの持ち主だったのです！　あいさつは「んちゃ！」で、驚いた時には「ほよよ！」とフシギな口癖…センベエはそれでも妹として育てようとするのですが、無邪気でイタズラ好きのアラレちゃんは、毎日のように大騒動を起こします。個性豊かなペンギン村の住人たちを巻き込んで、パワフルでハチャメチャな毎日が繰り広げられます！
