徳川光圀（東野英治郎）は、常陸国・西山荘にて「大日本史」の編さんのかたわら農作業に勤しみ、近所の子どもに読み書きを教えながら隠居生活を送っていた。水戸藩士・佐々木助三郎（杉良太郎）と同・渥美格之進（横内正）は、藩の命により光圀の手伝いをさせられていたが、平穏すぎる日々に若い力を持て余し気味だった。 ある日、格之進の許婚・深雪の父が水戸藩家老邸の門前で切腹する事件が起こった。背景には、なにやら重大なことが隠されているようだ。 時を同じくして光圀は、義賊・風車の弥七（中谷一郎）から文書を渡された。それは、光圀と対立する老中・柳沢吉保が、水戸藩江戸家老・藤井紋太夫に宛てた密書だった。どうやら吉保と紋太夫は互いに結託して、幕府および水戸藩の権力を手中に収めようとしているらしい。 こうして光圀・助三郎・格之進の三人は、越後のちりめん問屋の隠居およびその使用人という名目で水戸を発つことに…。
