西暦2001年。無数の星々を荒らし回った「宇宙海賊ガイスター」は新たな宝を狙い、地球へ侵入した。彼らを追って地球へやって来たのは「宇宙警察カイザーズ」のリーダー「エクスカイザー」とその仲間たち。 エクスカイザーと仲間たちは地球の乗り物と融合し、巨大ロボへと変化する力を持っている。そんな中、小学3年生の少年・星川コウタは、父のカメラを持ち出して出かけている時に、そのカメラを「宝」と認識したガイスターに襲われてしまう。だが、自宅の車に融合していたエクスカイザーが駆けつけたことでコウタは難を逃れた。この事件を機にコウタとエクスカイザーは2人だけの秘密の友達として友情を深め、ガイスターの野望に立ち向かっていく。
