アメリカとソ連の冷戦のさなか、保険関連の敏腕弁護士ドノヴァンは、ソ連のスパイであるアベルの弁護を引き受ける。その後ドノヴァンの弁護により、アベルは死刑を免れ懲役刑となった。5年後、アメリカがソ連に送り込んだ偵察機が撃墜され、乗組員が捕獲される。ジェームズは、CIAから自分が弁護したアベルとアメリカ人乗組員のパワーズの交換という任務を任される。
