警察学校を最低の成績で卒業し、月間の始末書枚数のワースト記録を樹立した交番勤務の巡査、菊川。ある日、彼は署長から突然クビを言い渡され、犯罪組織に潜入する潜入捜査官として、関東一円を地盤とする武闘派暴力団組織“数寄矢会”会長を挙げることを命じられる。菊川は悩んだ末に覚悟を決めて闇カジノ“虎ジャガー”に潜り込み、そこで数寄矢会傘下、阿湖義組の若頭で、“クレイジーパピヨン”こと日浦に気に入られる。
